The text is partially obscured but appears to read "Waltham Abbey Pensioner Action Group". In front are a woman in a wheelchair and a man kneeling who are holding what appears to be a bundle of documents tied up in ribbon and a handmade sign that has the wording "3,500+". Handwritten text on the rear of the photograph identifies it as "Presentation of Petition". Dated 23 January 1996.
